Global means across the whole planet. You can’t have localized global warming. That is an oxymoron. You can have localized climate changes. The Sahara desert was a lush large green region only a few thousand years ago. This change happened well before industrialization. It doesn’t necessarily take warming either to change those things, a long term shift in the jetstreams can send a region into drought while sending another into persistant floods year after year.
