As Ananke wrote, “affordable before/after school care” is a solution, but we could also add affordable housing, stronger job market for those with low skills/schooling; and refusing to cut social programs.

At the same time, are there parents who don’t care – yes but I believe those to be the minority. As such arresting and fining parents who are doing the best they can is heartless.

For those parents who neglect their children, we already have child protective services.
