No big deal. This sort of thing goes on everywhere there is cutting edge development. We were generally aware of it in the field of programming for main frame computers back in the late 60s and early 70s. Don’t recall that it ever surfaced as a conspiracy or class action item. It simply became a rule of thumb that you didn’t try to move from one place to another more frequently than every 18 months. Try to cut that short and you really had to lay out a case for why you were moving. For every action there is an equal and opposite force of reaction. That’s a law that predates gov’t.
