In the above context, terrorist = US citizens. Seriously, read it again with that in mind and it still makes sense.

The whole problem of communicating with secret agents (which is what terrorists are) is very tricky. It used to be done by short wave radio, microfilm, secret drops, coded letters and no doubt a million other methods. But it was never easy or safe.
