Why?

Because he, as a free American, placed some funds in a Swiss bank account?

And for lack of submission of the proper forms, “proper forms” as dictated by the U.S. government, the U.S. government is now empowered to exert confiscatory power upon this free U.S. citizen to plunder him of his goods?

DOES THIS SEEMS FAIR?

IS THIS THE AMERICAN WAY?

Who works for who?

IS THIS NOT JUST BLATANT ROBBERY?
