It is not directed to any country, but Japan would be using this as a victory statement against China for propaganda purposes. However the course of all the disputes would not be affected in any substantial way because the western nations excluding the US and Japan have less interests in the dispute in the two areas.

Besides the G7, there is the G20, and the rest of the world. Geopolitics will surely be more complicated in Asia and the Pacific with the two main rivals, China and the US, in center stage.
