A building Inspector was paid off & corners were cut. Happens all the time all over the world unfortunately because money talks. (sigh)

The second photo says it all. There is a ramshackle apartment building in which an upper floor overhangs lower floors without any bracing for the overhanging part. People stand, have furniture, and have enclosing walls on the overhanging part that is unsupported. If they have parties or other gatherings in which people walk onto the unsupported overhangs, the extra weight would likely be enough to cause portions of the overhanging upper floor to crash to the ground and take down some outer walls on the floor under the overhanging upper floor. Further, India’s crowded conditions probably causes this unsafe type of construction to occur frequently and bring the resulting building collapses that are reported.
