These troops can be called up by the Governor and deployed in state where the Governor sees fit. No need for the Feds to come in and see if there really is a need unless they plan to federalize the troops. The difference is in who picks up the tab. If they are called up by the Governor then the State pays their salary. When federalized the Federal government pays the bill. Reuters should point this out since most of our citizens don’t understand how the system works.
