Nov 3 (Reuters) - Some small and midcap stocks to watch on Tuesday:

SPECTRUM PHARMACEUTICALS (SPPI.O), $4.61, up 8 percent

The company said the Centers for Medicare and Medicaid Services (CMS) finalized a policy ruling to allow reimbursement for the company's cancer drug, Zevalin, effective Jan. 1, 2010. [ID:nBNG517119]

ATS MEDICAL (ATSI.O), $2.92, up 7 percent

Shares of the company rose a day after the company posted narrower-than-expected third-quarter loss and said its heart valve was implanted in the first human robot-assisted valve replacement procedure.

MANNKIND (MNKD.O), $5.70, up 8 percent

Shares up 6 percent a day after the company posted a narrower-than-expected quarterly loss, helped primarily by lower research and development expenses. [ID:nBNG499385]

QUESTCOR PHARMACEUTICALS (QCOR.O), $4.01, down 13 percent

Shares fall a day after the company posted third-quarter profit and sales significantly below analysts' estimates. [ID:nWNAB8553]

AVIS BUDGET GROUP (CAR.N), $9.10, up 8 percent

The car rental company posted a quarterly profit. [ID:nBNG515959]

GENESEE & WYOMING (GWR.N), $31.69, up 8 percent

The company, which owns and operates short-line and regional railroads, posted a better-than-expected quarterly profit but its revenue fell short of Wall Street estimates. [ID:nBNG96164]

RTI INTERNATIONAL (RTI.N), $18.39, down 12 percent
