 - BANKS LOAN GROWTH SEEN AT 7 PCT, FALLS SHORT OF TARGET
 Indonesian banks' lending has only grown 7 percent so far
this year, falling short of the 15 percent growth target for
2009 as the economy slowed, said Senior Deputy Governor Darmin

 - LOCAL GOVERNMENTS URGED TO IMPROVE INVESTMENT REGULATIONS
 Local governments should streamline regulations on
investment and permits at provincial and district level to
attract more investment, said Vice President Boediono. (Koran

 - BUKIT ASAM, TIMAH, ANTAM EYE BHP BILLITON'S COAL PROJECT
 Coal miner PT Tambang Batubara Bukit Asam (PTBA.JK) has
asked tin miner PT Timah (TINS.JK) and PT Aneka Tambang
(ANTM.JK) to join a consortium to buy BHP Billiton's (BHP.AX)
Maruwai coal project, said Bukit Asam's President Director

 - NEWMONT'S UNIT DIVESTMENT DELAYED
 The divestment of PT Newmont Nusa Tenggara, a local unit of
Newmont Mining Corp. (NEM.N), has been postponed until November
23 as the parties involved have not reached an agreement on the
size of the stakes, said Bambang Setiawan, director general for
mineral, coal, and geothermal at the energy and mines ministry.

 - GOVT TO STREAMLINE REGIONAL PLANNING
 The Public Works Ministry will lead an inter-departmental
team to study planning proposals from regional governments to
streamline overlapping policies and plans in order to remove
impediments for infrastructure projects, Public Works Minister
Djoko Kirmanto said. (Jakarta Post)
 - INDUSTRIAL FOREST OUTPUT EXPECTED TO RISE 36 PCT IN 2010
 The supply of logs from Indonesia's industrial forests is
forecast to rise 36 percent to 18.5 million cubic metres in
2010 as the government issues more forest development licences,
said Bedjo Santosa, the director for production forest
development in the forestry ministry. (Jakarta Post)
 - NEW PRESIDENTIAL UNIT WILL MONITOR 100-DAY PROGRAMMES
 Indonesia's new presidential delivery unit will monitor and
assess the performance of ministries and agencies based on
their submitted 100-day programmes, said Kuntoro Mangkusubroto,
who heads the unit. (Jakarta Post)
 - GOVT TO SET UP INFRASTRUCTURE PROJECT GUARANTEE AGENCY
 Indonesia plans to introduce a special agency to guarantee
priority infrastructure projects by year end with initial
capital of 1 trillion rupiah ($106.3 million), said Anggito
Abimanyu, head of finance ministry's fiscal policy board.

 - CENTRAL BANK TO CURB BANKS' INTEREST SPREAD
 Bank Indonesia plans to curb the spread of the banks'
deposit rate and lending rate in a bid to spur higher lending
by domestic banks, senior deputy governor Darmin Nasution said.

 - PERTAMINA'S NET PROFIT TO FALL 50 PCT IN 2009
 Net profit for state oil firm PT Pertamina is expected to
drop about 50 percent to 15.39 trillion rupiah in 2009 from a
year ago, while revenue may fall about 40 percent to 343.8
trillion rupiah, president director Karen Agustiawan said.

 - GOVT APPROVES $300 MLN EXPORT CREDIT FACILITY FOR PLN
 Indonesian government has approved the use of $300 million
worth of export credit facilities by state power distributor PT
Perusahaan Listrik Negara (PLN) to help finance its projects,
said Murtaqi Syamsuddin, director in charge of Jawa-Bali

 MARKET SNAPSHOTS
 * Indonesia's index ended up 0.7 percent, hitting its
highest level since Oct. 27, with top coal miner Adaro Energy
(ADRO.JK) climbing 4.5 percent on news the stock will be
included in the MSCI Indonesia Index with effect from Nov. 30.

 * The Dow industrials' six-day winning streak came to a
halt on Thursday as a drop in oil prices pulled energy stocks
lower and a guarded outlook from Wal-Mart fanned worries about
consumer spending. [.N]
 * Oil prices fell nearly 3 percent to below $77 a barrel on
Thursday as the dollar firmed and growing U.S. crude
inventories stirred demand concerns.[O/R]

 * Malaysian crude palm oil futures ended up 0.5 percent on
Thursday due to fears that rainy weather would hit production
this month. The market halted two straight days of losses that
were caused by a higher-than-expected rise in stocks last

 * In Indonesia, the state marketing centre, based in
Jakarta, sold 11,500 tonnes of palm oil at a top price of 6,675
rupiah per kg on Thursday, against 6,573 rupiah per kg on
