FACTBOX-Major companies with California state contracts
LOS ANGELES, July 1 (Reuters) - California Gov. Arnold Schwarzenegger declared a fiscal emergency on Wednesday, clearing the way for the state to suspend payments owed to vendors and local agencies, who will instead get "IOU" notes promising payment [ID:nN01478973].
California expects to issue $3.6 billion of IOUs for the month of July, $424 million of which is related to state operations, primarily vendor payments. Small business vendors account for a separate $141 million of the IOUs.
