HK shares fall 0.4 percent as oil issues decline

HONG KONG, Dec 4 (Reuters) - Hong Kong stocks fell on Tuesday, in line with weaker Asian markets, as oil producers came under pressure amid sliding crude prices and a draft energy bill in China that would require them to build new reserves.
