MADRID, Nov 2 (Reuters) - Spanish utility Iberdrola (IBE.MC) has complained to the country's National Competition Commission that rival Gas Natural (GAS.MC) has made it hard for customers to switch gas provider, El Pais reported on Monday.

Iberdrola said it convinced 300,000 Gas Natural customers to switch over to it by making them an offer on the phone, but says Gas Natural put obstacles in the way of the change-overs.

The customers were households and small and medium-sized businesses.

Spain has introduced legislation to liberalise its gas and electricity markets, but consumer groups have said the result has so far amounted to confusing offers from rival operators, aggressive marketing campaigns and limited savings.

No-one was immediately available to comment at Gas Natural. Iberdrola confirmed it has complained to the Commission. (Reporting by Sarah Morris; Editing by Erica Billingham)
