                                 AGM Statement



Tim Curtis, Chairman of IBS OPENSystems plc, the software and services company
focused on providing solutions to Local Government and Social Housing, will make
the following statement at today's Annual General Meeting:

"The first quarter's revenue and operating profit were in line with internal
management expectations and ahead of those for the same period in 2007. New
business wins in the first quarter combined with the prospects of further sales
of new software together with the strength of recurring revenues and
professional services from our installed base, give the Board confidence of
continuing organic growth in 2008."

The meeting will take place today at 3pm in the offices of Citigate Dewe
Rogerson, 3 London Wall Buildings, London Wall, London EC2.
