LONDON, Nov 25 (Reuters) - Citigroup (C.N) has appointed a chairman for its private banking business in Europe, the Middle East and Africa as part of the group's effort to build its ultra high net worth franchise across the region.

The new post will be filled by Michel De Carvalho, who will remain vice chairman of Citigroup Investment Banking and who has 40 years industry experience, according to an internal memo from senior Citi staff seen by Reuters.

De Carvalho, a former Olympic skier who is married to Charlene de Carvalho Heineken, a member of the brewing dynasty, will work with Jane Fraser, head of Citi Private Bank.

According to Citi's internal announcement, De Carvalho is also on the board of Citigroup Capital UK and is a member of the supervisory board of Heineken (HEIN.AS).
