-- The State Bank of Vietnam could keep unchanged its base rate in October even when inflation may be strongly contained because the cut could mistakenly signal the government's loosening monetary policies, industry experts said.

-- Petrovietnam's Binh Son Oil Refining Co has received a licence to invest $120 million in a biofuel plant near the site of Dung Quat oil refinery, the country's first. Construction is expected to be completed by 2010 with a capacity of 100 million tonnes of ethanol per year.
