FACTBOX: Russia PM nominee Zubkov's policies
(Reuters) - Russian prime minister-designate Viktor Zubkov set out the policies he will implement if parliament confirms him in the job later on Friday. Here are key points of his speech to parliament:
*Zubkov said he would stick to the social and economic priorities of President Vladimir Putin. "I believe our priorities should be the strategic targets and programs of concrete actions set out in the president's state of the nation addresses in the past few years," he said.
*Zubkov said keeping inflation down and preventing sharp rouble fluctuations would be a key priority. This has been one of the most conspicuous successes of the government under sacked Prime Minister Mikhail Fradkov.
*He said he believed the government should help Russia's defense industry recover from years of neglect. Defense spending is already rising every year, and the military are developing new hardware in line with Putin's drive to assert Russia's influence in the world.
*Zubkov said Russia should squeeze more income out of its mineral wealth -- its biggest earner -- but he did not give any specifics. "Russian oil and gas, forest, fish and other natural riches should bring more revenue", he said.
*Previously head of an anti-money laundering watchdog, Zubkov said corruption pervaded Russian society and called for the creation of a special anti-corruption task-force.
*Speaking to lawmakers who face re-election in December, Zubkov also sounded a populist note. He promised to put agriculture back on its feet -- a favorite theme in parliament -- and to cut taxes and improve housing.
