FACTBOX-Election manifesto of Russia's pro-Putin party

(Reuters) - Russian President Vladimir Putin's party, United Russia, says the manifesto on which it is running in a December 2 parliamentary election is the blueprint to be followed by whoever becomes the next head of state.

Putin is required by the constitution to leave office next year when his second term ends. The 2,705-word manifesto is called "The Putin Plan -- a worthy future for a great country". Here is a summary:

* Putin: "The country has a national leader - President Vladimir Putin... Our strategic aim is to build Russia into a great power."

* Russia's future: A unique civilization and a great power.

* Economy: boost innovation, infrastructure, high technology, support for "strategic" sectors, agriculture, cut inflation to 5 percent by 2011, membership of the World Trade Organization.

* Business: fair tax system, reform of natural monopolies, help the development of small and medium business.

* Living standards: rises in wages and pensions, housing and pension reform, help boost birth rates.

* Defense: beef up the country's defenses, make sure Russia plays its role in a multi-polar world, prevent nuclear proliferation.

* State: strengthen the state, cut bureaucracy, develop civil society and openness.

* Culture: develop cinema, libraries, literature, education.
