The property company Helical Bar (HLCL.L) has reportedly teamed up with the consultancy Governetz to set up a joint venture that would build 12 "office campuses" around the country for government departments moving their staff out of London. The first scheme from the joint venture is in Newport, south Wales, at the 75-acre former LG Philips Display factory site. There are already plans to move 20,000 workers into the regions though it is thought this could be substantially increased.

ROBINS ARRIVES AT ORIEL

David Robins has been appointed non-executive chairman of Oriel Securities, the privately owned UK stockbroker. Robins, who was chairman and chief executive of ING Barings (ING.AS), is also non-executive chairman of LCH.Clearnet, Europe's largest clearing house. Oriel was formed in 2002 as an independent corporate and institutional broking business and has more than 80 front-office staff. Last year, it focused on winning new corporate clients and on working with larger companies.
