Capital rules no reason for banks not to lend-WHouse

WASHINGTON, Dec 14 (Reuters) - Meeting strict standards on capital requirements was not a sufficient excuse for banks not to be lending more, White House spokesman Robert Gibbs said after President Barack Obama met with top bankers on Monday.
