DUBAI (Reuters) - The head of the U.N. nuclear watchdog urged Syria on Monday to be more transparent in dealing with inspectors looking into the country's alleged atomic activity.

Mohamed ElBaradei, director of the International Atomic Energy Agency, said that a report expected later this week from the IAEA on the country's alleged covert nuclear program would not be conclusive.

"We are still in discussions with Syria, still not conclusive. I call on Syria to be as transparent with us so we can form our assessment," ElBaradei said at a conference in Dubai.
