KPN has said previously it is planning to enter Spain as a virtual mobile operator, or MVNO. Virtual operators buy wholesale capacity on the networks of other mobile providers which they resell to consumers.

"Nothing has been finalised," a KPN spokesman said.

Earlier on Monday, Jazztel shares had risen more than 8 percent on a newspaper report about a partnership with KPN. (Reporting by Niclas Mika)
