BRUSSELS, April 7 (Reuters) - The European Union is thinking of filing an appeal against an international ruling that found its banana import regime limited access for the world's top exporter Ecuador, the EU's executive arm said on Monday.

"The Commission disagrees with the conclusions of the panel report. The panel has adopted a purely formalistic approach," Michael Mann, European Commission agriculture spokesman, said after a World Trade Organisation panel confirmed its preliminary ruling in November that the EU was breaking global trade rules.

"We are considering an appeal to the panel report," he said. (Reporting by Jeremy Smith)
