EU treaty can't take effect after Irish "no": Juncker

LUXEMBOURG (Reuters) - The Irish "no" to the European Union reform treaty means it cannot enter into force from the start of next year as earlier planned, the chairman of euro zone finance ministers, Jean-Claude Juncker, said on Friday.

Juncker also said the Luxembourg government, of which he is prime minister, deeply regretted the outcome of the Irish referendum, because the treaty would have allowed European Union integration to proceed.
