Groups to Discuss Effect of Proposed Surcharge On Ordinary Taxpayers
Citizens for Tax Justice, USAction, Wealth for the Common Good to outline how House proposal could help fund health care reform without taxing 99 percent of Americans Citizens for Tax Justice, USAction and Wealth for the Common Good will hold a press conference at 11 a.m. Tuesday, July 14 to release a new report that examines the policy implications of a surcharge on the income of the wealthiest one percent of taxpayers. The report, prepared by Citizens for Tax Justice, endorses the Ways and Means Committee proposal to apply a one percent surcharge for married taxpayers with an adjusted gross income (AGI) of $350,000 (or $280,000 for individuals); a two percent surcharge for married taxpayers with AGI of $500,000 (or $400,000 for individuals) and a three percent surcharge for married taxpayers with AGI of $1 million (or $800,000 for individuals). The report will include comprehensive, state-by-state information stating the average impact on taxpayers at different income levels. In Alabama, for example, only 0.9 percent of the state's population would pay the surcharge. Nationally, the surcharge would raise $540-$550 billion to fund quality, affordable health care for all, including a public health insurance option.
