ANDICOM, More Than 20 Years Evolving at the Pace of the Industry

which takes as starting point the world economic downturn and the challenges it
represents for companies of all sectors.
* The academic program this year is enhanced with local and international

* Broad band: a new vision, transformation of Digital TV in Latin America,
satellite services, communications for defense, technology oriented towards
welfare as a viable and profitable activity, 15 years of mobile telephony in
Colombia, among others, will be the topics addressed in the academic agenda.

With the label of being the most important congress in the industry of
Information and Communication Technologies (ICT) in Colombia and one of the best
qualified in the continent in more than two decades of existence, enabling it to
count with nearly 20 thousand attendees from five continents, will take place
from October 28th to 30th in Cartagena de Indias the version 2009 of ANDICOM, an
event organized by the Telecommunications Research Center of Colombia (CINTEL). 

This year, with France as guest of honor, the theme will revolve around the
slogan "Times of Change ... Times for Opportunities," taking as its starting
point the world economic situation and the challenges it represents for
companies of all sectors. 

ANDICOM is known as the ideal scenario to generate business opportunities in the
ICT industry and this year will be no exception thanks to events of great impact
on industry, like the celebration of 15 years of mobile telephony in Colombia,
the transformation of the television industry in Latin America, the new vision
of broadband, satellite services and another technology approach oriented to
welfare as a viable and profitable activity. 

Academic Agenda

The academic agenda for this year is divided into thematic tracks and workshops,
enhanced with local and international experiences to provide an overview of
business in the changing landscape of global economy. ANDICOM 2009 promises
workdays that will enable the participant to identify aspects to stimulate the
market on an industry in constant evolution. 

Digital Media: Content and services currently play an important role in the
digital age opening the door to the generation of new business models. This
topic will be addressed from different perspectives: "Mobile TV: from reality to
profitability," "The new landscape of content and services," "Challenges and
issues of content regulation in convergent networks." 

Among the invited speakers for this track highlights the participation of Antena
3 of Spain, The National Television Commission of Colombia (CNTV), Operators
Association of Subscription and Satellite Television of Colombia (TVPC), Current
TV, Mediaflo, BBC, Google, Discovery Channel, Thomson, UT Starcom, Nokia,
Blackberry, The Boston Globe, Federal Communications Commission of the USA
(FCC), Commission for the Telecommunications Market of Spain (CMT), Audiovisual
Superior Council of France (CSA), among others. 

Moreover, taking into account the dynamics of the mobile industry in the region,
the landscape of this important industry will be discussed with the
participation of 3G Americas as conference partner, the national operators
Comcel, Tigo and Movistar, international experiences: Oi (Brazil), Telecom
Personal (Argentina), Coriolis (France) and Telsur (Chile) as well as suppliers
of devices, infrastructure and content. 

Broadband trends

New business models arising from fixed, mobile and wireless broadband will also
be relevant issues in ANDICOM 2009, with the participation of Bertrand Grau,
Senior Manager of the international consulting firm Analysys Mason and the
presidents of the operating companies ETB Telefónica, Telmex and UNE. It is
hoped that this session will help in making decisions for this important segment
of the ICT industry. 

The issue of creating welfare with the use of ICT will be presented at a space
CINTEL has called "U-Life: Generation of viable and cost-effective welfare,"
which addresses the themes of the Future Internet, Digital Audio Broadcasting
and 4G Cellular Convergence, M-citizen, Green IT, closing with a panel where
representatives of the World Bank, IDB, OAS, ITU and the moderation of the
Director of the National Planning Department of Colombia Esteban Piedrahíta,
will discuss on the promotion of Latin American info-development. 

Other academic events

In addition to the thematic tracks, attendees may also participate in the
workshop "Satellites: New Applications and Services," "Trends in communications
for the Defense" and "Spectrum management." 

For its part, the Operators Association of Subscription and Satellite Television
of Colombia (TVPC) will hold its third congress as "Event Partner" of ANDICOM
2009, to create spaces of interaction and integration, optimize the effort of
bringing the television and telecommunications industry in this new era of
convergence, for their current and future development. 

At ANDICOM Congress, the press also has an academic space, the workshop
Tecnodigital, which this year reaches its fifth version and where about 40
national and international journalists participate.

and the support of the Ministry of Communications of Colombia, the
Telecommunications Regulatory Commission (CRT), the National Television
