First Trust Strategic High Income Fund II (the "Fund") (NYSE: FHY) has declared
the Fund`s regularly scheduled monthly common share distribution payable on
November 16, 2009 to shareholders of record as of November 4, 2009. The
ex-dividend date is expected to be November 2, 2009. The monthly distribution
and cash balance information for the Fund appears below.

Distribution Rate based on the October 19, 2009 NAV of $4.61: 11.71%
Distribution Rate based on the October 19, 2009 closing market price of $4.30: 12.56%
Cash Balance on October 19, 2009: $658,306 or 1.50% of Net Assets
The tax character of the Fund`s fiscal year to date distributions, including
this distribution, will depend on the Fund`s investment experience during the
remainder of its fiscal year. However, based on information for the fiscal year
to date it is likely that the Fund`s distributions will include a return of
capital component for its current fiscal year. The final determination of the
source and tax status of all distributions paid in 2009 will be made after the
end of 2009.
