CARSON, Calif.--(Business Wire)--
At a time when some environmentalists and water agencies are at odds over issues
like the Bay Delta or desalination, West Basin and Fran Spivy-Weber have
developed a positive and productive relationship to address water supply issues
and recycled water policy. West Basin`s Directors recently paused to celebrate
Spivy-Weber`s demonstrated tenacity in resolving long-standing regional and
statewide water policy issues through her constructive leadership and
professional approach.

Spivy-Weber has been instrumental as a member of the State Water Resources
Control Board (SWRC Board), a post she was appointed to in 2007 by Governor
Schwarzenegger, and has provided tremendous leadership as it adopted a Statewide
Recycled Water Policy. She has been elected Vice-Chair of the SWRC Board.

"On behalf of the West Basin Board of Directors, I would like to recognize Fran
Spivy-Weber for her extraordinary service to the residents of California and her
outstanding achievements in the water industry," said Board President Edward C.
Little. "We applaud her continued, steadfast dedication to resolving
environmental and water issues for our State."

In 2002, Spivy-Weber was asked to serve as a water industry expert on the
State`s Recycled Water Task Force (a post under the Department of Water
Resources) to develop and establish uniform requirements for a statewide policy.
She served as a member of the Bay-Delta Public Advisory Committee and as
Co-Chair of its Water Use Efficiency Committee. She also served as Co-Chair of
the Southern California Water Dialogue and convener of the California Urban
Water Conservation Council. Spivy-Weber has also served on the Boards of the
Water Education Foundation, California Council of Land Trusts, and Clean Water
Action/Clean Water Fund.

Prior to joining the State Water Resources Control Board, Spivy-Weber served as
Executive Director of the Mono Lake Committee for nearly ten years and as
International Programs Director of National Audubon Society for ten years. She
serves as the Board liaison to the Los Angeles, San Diego and Lahontan Regional
Boards and the Ocean Protection Council Steering Committee. Spivy-Weber
represents the Secretary of CalEPA on the Santa Monica Bay Restoration
Commission.
