SINGAPORE, Dec 28 (Reuters) - The following are stories from Singapore newspapers on Friday. Reuters has not verified these stories.

THE STRAITS TIMES

- The Housing and Development Board put up over 1,100 public flats for sale on Thursday, under a system where the flats are built only when a certain level of demand is reached. The apartments will cost from S$123,000 ($84,890) to $240,000.

- The government will give out S$138 million in utilities rebates next year in two instalments - in January and July. The rebates are to help offset rising electricity costs.

- Property develop Wing Tai (WTHS.SI), together with a partner construction firm unlisted Greatearth, has put in the top bid of S$288.4 million for a residential site in a government land sale tender.

- The company that manages the Singapore-China joint investment Suzhou Industrial Park will go public in 2009, listing first in Shanghai and later in Singapore, The Straits Times reported citing unnamed sources.

BUSINESS TIMES

- The value of properties sold at auctions in 2007 was the highest in eight years - and the second best showing ever, property consultant say. But they expect a slowdown in 2008, led by the high-end residential sector.
