Boehner introduces debt plan, says can pass Senate

WASHINGTON (Reuters) - House Speaker John Boehner, the top Republican in Congress, introduced a new plan on Monday to approve an increase in the debt ceiling based on the principles of the "cut, cap and balance" plan that can pass in the Democratic-controlled Senate.

Boehner said it would be irresponsible for President Barack Obama, a Democrat, to veto the Republican debt plan.
