FACTBOX: Chavez's proposed constitutional reform package
(Reuters) - Venezuelans vote on Sunday in a referendum on President Hugo Chavez's constitutional reform proposals that would scrap term limits on his rule and allow the government to censor media in political "emergencies."
Pollsters say the race will be the toughest of Chavez's nine-year presidency. Campaigning has been marked by violent protests as opponents say the reforms would usher in authoritarian rule.
Here are some of the package's main proposals:
POLITICS
* Scraps the existing two-term limit for presidents and extends each term from six to seven years.
* Lowers the voting age to 16 from 18.
* Allows the president to create and eliminate provinces, districts and "communal cities" via decree and name the authorities in charge of them.
ECONOMY
* Ends the central bank's autonomy and gives the president direct control over foreign currency reserves.
* Prioritizes collective interests over individual interests with a constitutional goal of creating a socialist economy.
* Reduces the work day to six hours from eight.
* Extends social security to some self-employed workers.
RIGHTS
* Expands presidential powers during natural disasters or political "emergencies" declared by the president, including powers to censor media. Rights groups say the change eliminates the presumption of innocence during such emergencies.
