Lawsuit relates to ge's November 2015 sale of the rail signaling business for $800 million, subject to post-closing adjustments . Says GE refuses to submit matters remaining in dispute to deloitte, the designated independent accountant, for resolution . Says GE also committed a breach of contract by launching an arbitration proceeding to attempt to resolve the dispute .
