Gazprom OAO Files Lawsuit Against Gazprom, North European Pipe Project-Interfax

Wednesday, 3 Apr 2013 01:56am EDT

Interfax reported that Russia's Federal Anti-Monopoly Service (FAS) has filed a lawsuit against Gazprom OAO and North European Pipe Project for hindering competition on the large-diameter pipe (LDP) market, FAS chief Igor Artemyev told reporters.Maxim Ovchinnikov, the director of the regulator's Industrial and Defense Complex Bureau, told Interfax that the FAS decided on Tuesday to file a lawsuit on two counts. Firstly, the regulator suspects Gazprom of violating Article 10 of the law on competition, which addresses abuse of a dominant position by limiting access to the pipe market and imposing unfavorable terms on suppliers. Secondly, the FAS suspects Gazprom and NEPP of entering into agreements that limited competition. If the anti-monopoly regulator is able to prove these violations, NEPP is threatened with a penalty on turnover worth between 1% and 5% of revenue on the relevant market for the year preceding the one in which the law was broken
