Name Description

Kwan Sung Lum

Mr. Lum Kwan Sung is Executive Chairman of the Board of Lum Chang Holdings Limited. In particular, Mr. Lum has more than 40 years of business experience, Mr. Lum’s visionary leadership has seen the Group through diversification, successful business alliances and timely corporate moves, leading to its present focus on construction and property development, both locally and overseas. In particular, Mr. Lum has been instrumental in growing Lum Chang into a foremost and well-regarded construction firm in Singapore. Mr. Lum is active in community work and was awarded the Public Service Medal (Pingat Bakti Masyarakat) in 1982. He has served on the boards of public institutions and quasi-government organizations such as the Singapore Trade Development Board (now known as International Enterprise Singapore); Singapore Police Association for National Servicemen and Civil Defense Association for National Servicemen. He was also a board member of the Commercial & Industrial Security Corporation (CISCO). He is the Honorary Consul of the Honorary Consulate General of Ghana, Singapore, an appointment by the Government of the Republic of Ghana since 1996. Mr. Lum holds a Bachelor of Science in Civil Engineering from the University of London, United Kingdom.

Kok Seng Lum

Mr. Lum Kok Seng is Managing Director, Executive Director of Lum Chang Holdings Ltd. His dynamic entrepreneurial leadership coupled with more than 40 years of industry experience have led Lum Chang towards increasing its footprint, affirming it as a strong and trusted local construction brand known for quality and reliability. Mr. Lum has also successfully led the expansion of the Group’s property development activities in Singapore and Malaysia. His insightful market knowledge, strategic business contacts and relentless entrepreneurial drive have significantly contributed to the development of the Group and will continue to drive the Group to achieve greater heights. Mr. Lum also sits on the boards of Kwong Wai Shiu Hospital and Nanyang Girls’ High School.

Soon Teck Chong

Mr. Chong Soon Teck is General Manager - Commercial of Lum Chang Holdings Ltd. Mr. Chong Soon Teck, General Manager, Commercial, joined LCBC in 1983 as Quantity Surveyor. As Head of the Commercial Unit, he is responsible for the business development, administration, purchasing and contracts departments. He is also directly involved in and oversees the tendering of projects for the Company. With almost 30 years of experience in the construction industry, Mr. Chong has had a hand in many of the company’s major construction projects.

Tony Fong

Mr. Tony Fong is Group Financial Controller, Company Secretary, Executive Director of Lum Chang Holdings Limited. He joined LCH in 2004 as Group Financial Controller and Company Secretary and was promoted to Group Finance Director in September 2010. He oversees the financial management functions of the Group and also contributes to its business development and strategic plans. In addition, he is responsible for ensuring that the Company complies with good corporate governance policies and practices. Mr. Fong was trained in a firm of Chartered Accountants in the United Kingdom and is a member of the Association of Chartered Certified Accountants and the Institute of Singapore Chartered Accountants.

Yoke Heng Foo

Mrs. Foo Yoke Heng is Director - Human Resources of Lum Chang Holdings Ltd. She joined the Group HR and Admin Manager in 2000 and was appointed Director, Human Resources in 2008. With over 25 years of working experience to date, she has held numerous appointments in her career beginning with the Ministry of Education. At the former DBS Land, she was responsible for the Corporate HR of the Group and its subsidiaries with businesses across Singapore and the Asia-Pacific. Mrs. Foo graduated with a Bachelor of Arts degree from the then University of Singapore.

Wen Hong Lum

Mr. Lum Wen Hong is Director - Business Development of Lum Chang Holdings Ltd. Mr. Lum graduated in 2001 with a Master’s Degree in Engineering with First Class Honours from the Imperial College of London, United Kingdom, and was awarded the Governor’s MEng Prize for academic excellence. Prior to joining the Group, Mr. Lum held management positions whilst working locally and abroad.

Sang Choi Pang

Mr. Pang Sang Choi is Director - Property Development of Lum Chang Holdings Ltd. Mr. Pang, heading the Group’s projects in Malaysia. Mr. Pang’s previous employment was at LCD Global Investments Limited where he led the Malaysian team, providing project management services to the LCH Group’s developments in Malaysia. Mr. Pang, a professional engineer, graduated from the University of Canterbury (NZ) with an Honours degree in Civil Engineering, and is a member of the Institution of Engineers, Singapore.

Wey Pin Tan

Mr. Tan Wey Pin is Head - Construction of Lum Chang Holdings Ltd., and Managing Director of Lum Chang Building Contractors Pte Ltd. Mr. Tan was promoted to Managing Director of LCBC in 2010 and as Head of Construction, is responsible for managing the company’s business as well as spearheading its growth. Mr. Tan holds a Bachelor of Engineering (Civil) from the University of New South Wales, Australia. He has over 20 years of construction industry experience, during which he managed a number of complex and large-scale projects in both civil and building works.

Swee Yam Sim

Mr. Sim Swee Yam is Independent Non-Executive Director of Lum Chang Holdings Ltd. Mr. Sim is a solicitor by profession and a director of the law firm, Sim Law Practice LLC. He also serves as an independent director of the following listed companies: Haw Par Corporation Limited, Marco Polo Marine Ltd and Mun Siong Engineering Limited. He is also a director of the Young Men’s Christian Association (YMCA) of Singapore and the Singapore Heart Foundation.

Leng Ghee Lee

Dr. Lee Leng Ghee is Independent Non-Executive Director of Lum Chang Holdings Ltd. He has an MBBS from the then University of Singapore and has been a medical practitioner for over 40 years. Dr. Lee was appointed as a non-executive independent director of LCH since February 2006. He is a member of both the Audit and Risk, and Remuneration Committees.

Kenneth MacLennan

Mr. Kenneth G. R. MacLennan is Independent Non-Executive Director of Lum Chang Holdings Ltd. Mr. MacLennan chairs the Nominating Committee and is a member of the Audit and Risk, and Remuneration Committees. Mr. MacLennan is a Partner at JCA Group Coaching LLP and a director of Wispay Properties Limited, a company in the United Kingdom. He also acts as an advisor to a number of large international companies, both publicly and privately owned. Mr. MacLennan previously held senior positions at Standard Chartered Bank, prior to his appointment as Chief Executive of Korn/Ferry International U.K. Ltd.

Chung Hian Soh

Mr. Soh Chung Hian has been appointed as Non-Executive Independent Director of Lum Chang Holdings Ltd., effective January 9, 2013. He chairs the Audit and Risk Committee and also serves on the Nominating Committee. A fellow member of the Institute of Singapore Chartered Accountants, Mr. Soh began his career in 1977 with Ernst & Young LLP, Singapore, and was a partner from 1990 till his retirement in December 2012. His 35 years of experience saw him auditing many publicly listed companies and working on many IPOs of listed companies. Mr. Soh is an audit committee member of the Asian Women’s Welfare Association (AWWA), and sits on the Board of Governors of Raffles Girls’ School. He has also served on the Board of Management of the Breast Cancer Foundation from 2002 to 2012. Mr. Soh graduated from the then University of Singapore with a degree in Accountancy, and possesses a Master of Business Administration from International Centre of Management in the United Kingdom.
