Dubinin, Sergey 

Mr. Sergey Konstantinovich Dubinin has held the post of Chairman of the Supervisory Council at VTB Bank OAO since June 11, 2011. He has been Member of the Supervisory Council at the Bank since June 3, 2011. He is also Chairman of the Strategy and Corporate Governance Committee at the Bank. Since October 2008, he has been Member of the Board of Directors of VTB Kapital ZAO. He is Member of the Supervisory Board of AK Alrosa OAO. From 2005 to 2008, he served as Member of the Board of Directors, Chief Financial Officer of RAO UES, and between 2004 to 2005, he was Member of the RAO UES Board of Directors. From 2001 to 2001, he acted as Deputy Chairman of the RAO UES Board of Directors. From 1998 to 2001, he served as Deputy Chairman of the Management Committee at OJSC Gazprom. Between 1995 and 1998, he was Chairman of the Bank of Russia. In 1995, he also acted as Member of the Management Committee of OJSC Gazprom. From 1994 to 1995, he served as First Deputy Chairman of the Management Board at Imperial Commercial Bank. In 1994, he was Acting Minister of Finance of the Russian Federation and between 1993 and 1994, First Deputy Minister of Finance of the Russian Federation. From 1992 to 1993, he held the post of Deputy Chairman of the Russian State Committee for Economic Cooperation with the CIS countries. Prior to that, he occupied a number of posts at Lomonosov Moscow State University, including Associate Professor at the Chair of Foreign Economies and Foreign Economic Relations of the Department of Economics, Teaching Assistant and Junior Research Associate, among others. In 1973, Mr. Dubinin graduated from Lomonosov Moscow State University and in 1976 he completed extramural postgraduate of Moscow State University. Mr. Dubinin holds a Doctor Degree in Economics. He was awarded The 850th Anniversary of Moscow Commemorative Medal and Certificate of Honor of the Russian Government, as well as Badge of Honor For Services to the Russian Power Industry.
