WASHINGTON, July 23 - Lawyers for disgraced cyclist Lance Armstrong said on Tuesday that Armstrong's former teammate Floyd Landis should be barred from suing Armstrong for fraud because Landis, like Armstrong, took performance-enhancing drugs.
