Federal Trade Commission (FTC) Chairman Jon Leibowitz briefs reporters on his agency's plans for consumer protection on such issues as the consolidation of the pharmaceutical industry and mortgage fraud, as well as pending Congressional legislation, at the Reuters Financial Regulation Summit in Washington in this April 27, 2009 file photo. Leibowitz said on January 31, 2013 that he will step down in mid-February after a tenure that included a controversial decision to end a highly public probe of Google with only a mild reprimand.
