Dolly makes landfall

Jul 23 - In the coming days, Dolly will weaken substantially but could dump 15 inches of rain on South Texas and northeastern Mexico.

Dolly, the second hurricane of the 2008 Atlantic hurricane season, left thousands of Texas residents without power- after the Category 2 hurricane made landfall just northeast of the border town of Brownsville.
