Million dollar that -- of any country in -- minute hearing spots the -- in Pakistan so far. I -- now talk about all that fresh from the Reuters Washington summit is Richard Holbrooke keep the United States special representative for Afghanistan. And Pakistan . So. 350 million let's -- throwing all the international stepped up to a million and asked -- thirty to forty millions -- it -- hundred billion -- drop in the -- that we make less money. The of the floods unbelievable in the dimensions the area covered by water is larger than Italy. It was an American coastline it was structurally Canadian border to Florida. I was just there and it is unbelievable facility. People clinging to life on the dikes. Is strung out along the road. But in terms of your question. You have to visualize three phases the first -- rescue emergency rescue. The second phase as early recovery in the third phase is reconstruction. You really jumped from phase one to phase three. In the initial rescue and recovery area. Pakistani and American. Helicopters and others have been rescued people putting them into the camps getting the food to them. That's what the 350 million new us policy international community plus the American coach is doing a -- Yes. Well actually get to them -- go to them. The Russian. I don't get so much time reality extra time if we can talk about Pakistan because it's so important. And we have all these ways that the public -- as well but. In the second phase early recovery we're just moving -- of that people racing to get out of the camps and go home. But they have no homes to go to the houses are gone the livestock is gone the the the crops are under water. And in some places with Parcells and washed away and other places they have better -- slow -- It's gonna take that early recovery phase that's what we're meeting here at the United Nations about Secretary Clinton myself we're we're working very hard. To work on that. Beyond that lies the monumental task of rebuilding the 15 of what country. Where every bridges and wiped out roads are 45000. Schools are hundreds of health clinics. That is what you really talking about that's gonna cost tens of billions of dollars. The international community's gonna help on that we have a conference planned for November in Pakistan . After we get through the emergency it was appropriate period but I need to be clear. To everyone. But the -- the international community will support Pakistan in that. Long term reconstruction which shall take years look at Katrina five years after. New Orleans still hasn't fully recovered and that was tiny compared to this. But it wasn't at all. Isn't that long term recoveries is the international community is not going to be able to pick up the bill for 2030. Billion dollars or more. So we will pick up some of the world community will give money -- the pakistanis. Must raise their own -- did you place. This is very carefully for days. I once read an article it was a person -- that Holbrooke says. No money for reconstruction that's not what I'm saying it found that I have to do clients can make. They have to do the majority and they have to raise their own revenue base that tax rates on the wealthy -- are much lower than those those on the west. American and European taxpayers and say hey we got our priorities and our troubles too we're paying more taxes -- the pakistanis. They have to come to terms with us. It is an awesome job they have to rebuild and higher because the global warming. -- the runoff from the Himalayas was hired its I've never seen anything like much. Took a little bit about the first space you're talking about the helicopters and I -- know has what the US been giving in terms of humanitarian needs taken away at all from what you've been able to do sick on the border. Pakistan . Nothing. Nothing. But the you have the Pakistani army has diverted a very large number of troops. To the relief efforts but the American activities in Afghanistan. And our other activities against those people who threaten us. Have not diminished you know we're sitting here in Times Square. Where somebody tried to settle for Obama a few yards from where you are sitting now and that man was trained in Pakistan . And that group that TTP. Or Pakistani Telecom. Is -- group that is now on -- terrorist list and we're not diminishing our -- one bit and the contrary president Obama's intensified those. Next question which is the perception. The United States and Pakistan recent pew. Hold on last month and only 17% -- game is asking seventeen that's way a couple of so that we're -- nine we were in the adversary has it that number but obviously -- want to hire you think that the humanitarian eight applied. Is making a difference on the stability. Of the region and our world there. In those areas which have access to information there's no question -- seventeen trips to Pakistan . And I have seen a dramatic change in attitudes among those -- media. And among the leadership towards the US census administration the Obama administration took over. We spend more time in Pakistan than any other single country in the world except maybe Afghanistan. It's helped Hillary Clinton is going to host and three weeks the third. High level strategic dialogue between our two countries in six months no other country in the world go more than one dialogue about sort. We have planning groups on water and energy and women's empowerment and education and health. And -- strategic issues. So has this affected the attitudes towards the United States and Pakistan . Every. -- Piece of intuitive that I have says yes but it's slow the polling data you referred to was. Some months ago and even that shows a movement but it's too early to tell. I too early to tell right now I think Richard -- a special representative for Afghanistan Pakistan appreciate your time that you I'm Jen Rogers this is writers.
