NATO says won't enforce Gaddafi warrant

June 28 - NATO says it must fulfill its mandate in Libya but will not carry out the arrest warrants issued by the International Crimes Court against Libyan leader Muammar Gaddafi. Deborah Gembara reports.

At NATO's headquarters in Brussels, spokesperson Oana Lungescu applauds a Muammar Gaddafi arrest warrant issued Monday by the International Criminal Court in the Hague. SOUNDBITE: NATO Spokesperson Oana Lungescu saying (English): "The arrest warrants are yet another signal from the international community to the Gaddafi regime: your place is on trial, not in power in Tripoli." But the military alliance says it is not their mission to arrest the embattled Libyan leader. SOUNDBITE: NATO Spokesperson Oana Lungescu saying (English): "It is not for NATO to enforce that warrant - that is for the appropriate authorities. Our mandate is to protect civilians from attack." The U.S.'s ambassador-at large for War crimes Stephen Rapp said the warrant sends a clear message that war crimes have consequences. On a visit to Pnomh-Penh, Rapp weighed in. SOUNDBITE: U.S.'s ambassador-at large for War crimes Stephen Rapp saying (English): "When (Slobodan) Milosevic was indicted in May of '99 no one thought he would ever face justice - and that day arrived. When Charles Taylor was indicted in March of 2003 no one thought that that day would arrive, that he would face justice. And I think the same thing is true here: that it's not a question of if, it's now a question of when." In Libya, rebels continued to do battle with Gaddafi loyalists. The ICC issued warrants for the Libyan leader, his son and a key intelligence officer on Monday, after looking into rape reports and allegations of cover up of crimes against civilians in Libya. Gaddafi's government has denied targeting civilians, saying it took action against armed criminal gangs and al Qaeda militants. Deborah Gembara, Reuters.
