Relatives of passengers of a tourist boat that sunk in Russia's Volga river buried their loved ones on Tuesday as Russian President Dmitry Medvedev declared a day of mourning. Medvedev lit a candle in a church at his residence outside Moscow in memory of the victims after vowing harsh punishment for violators of transport safety rules and saying tougher legislation was needed. On Tuesday, the official death toll rose to 88, including 16 children with dozens more still unaccounted for. The Bulgaria, an aging, overcrowded riverboat on a weekend Volga cruise, sank in minutes 2 miles from shore after leaning onto its right side in a thunderstorm. Jon Decker, Reuters.
