TV AND WEB RESTRICTIONS~**NO ACCESS RUSSIA** Troops and tanks rolled through Moscow's Red Square as Russia pays tribute the Soviet victory over Germany in World War Two. Russia's newly elected Vladimir Putin. SOUNDBITE: Russian President Vladimir Putin saying: "All of us ought to remember why the war began and to analyze its lessons because they are still relevant. Today I would like to emphasize that only the strict observance of international norms, the respect of state sovereignty and the independent choice of the people can guarantee that the tragedy of the war will never be repeated." It was a fitting setting to Putin announce plans to promote Russia's military might on the world stage. A Russian general also warned last week that Moscow could carry out pre-emptive strikes on future NATO missile defence installations. Russia has already reasserted itself on several fronts, opposing sanctions on Syria and Iran. Deborah Gembara, Reuters.
