Foreign ministers from powers such as the United States, Japan and Australia are in Phnom Penh for talks. High on the agenda are territorial disputes in the South China Sea - an area believed to be lucrative in oil and gas. China and a number of Southeast Asian nations lay claim to disputed waters in the area. The Philippines and others want to persuade China to accept a maritime code of conduct. But Beijing says it wants to discuss the issues bilaterally, without a collective. Discussions are expected to continue as U.S. Secretary of State Hillary Clinton arrives for talks.
