Global paralysis on the Syrian conflict was highlighted at the United Nations on Thursday, when a Security Council meeting on the country's aid crisis ended without progress.
Continued violence is making it increasingly difficult for aid to reach those in embattled cities.
The International Committee of the Red Cross says living conditions for Syrian civilians have worsened dramatically and finding food and basic needs is increasingly difficult.
The agency's 50 aid workers are confined to Damascus for their own safety and no supply convoys have been dispatched in two weeks.
