Meanwhile, on Sunday a bomb tore through this government building in Damascus, wounding 11. The government blamed rebels for the attack, referring to them as terrorists. In an attempt to end the bloodshed, peace envoy Lakhdar Brahimi met with the head of the Arab League in Egypt on Sunday.
