Nov. 13 - A record 23% of U.S. small business owners are uncertain about the business climate, according to a monthly survey conducted by the National Federation of Independent Business. Bobbi Rebell reports.

Today's daily digit is 23 percent. That's the record number of small business owners who remain pessimistic about the future, six months down the road. The monthly survey by the National Federation of Independent Business shows nearly a quarter of respondents say uncertainty in the U.S. business climate is jeopardizing their efforts. Holly Wade, senior policy analyst at the federation, says business owners want to see more clarity before looking to expand their businesses. (SOUNDBITE) HOLLY WADE, SENIOR POLICY ANALYST, NATIONAL FEDERATION OF INDEPENDENT BUSINESS, (ENGLISH) SAYING: The survey was conducted in October, so it was pre-election, and so there was a lot of uncertainty about the results of election, how that was gonna go forward. And, also, the issues regarding tax reform and fiscal cliff and how they were going to resolve that was still very much up in the air. And, so, all of those combined created a huge amount of uncertainty for small business owners, and, you know, including the process for the new healthcare law and how the regulations are gonna to play out there, it that will increase their cost hurdles in conducting business. Wade added that until business owners see an increase in consumer confidence and spending, they won't risk their fragile profits to hire and grow their firms in this economy.
