Former top Senate staffer Steve Bell, now with the Bipartisan Policy Center, offers 3 things to watch as Congress approaches the ''fiscal cliff'' in the coming weeks. Unless Congress acts by December 31, Bush-era tax cuts will expire at the same time deep spending cuts take effect, slowing the U.S. economy.
