Cable companies operate regional monopolies, while phone companies face steep costs to upgrade their lines for Internet access, says Internet policy expert Susan Crawford, author of “Captive Audience.” The result is that cable companies get the vast majority of new Internet access subscriptions and the U.S. is falling behind other nations, Crawford says.
