That is the full height of the now completed One World Trade center in New York City.
1776 is a reference to the year 1776- the start of the American revolution against British rule. It's considered the start of what became the modern United States.
The spire also makes One World Trade Center the tallest building in the Western Hemisphere- 47 feet taller than Chicago's Willis Tower.
Scott Rechler is Vice Chairman of the Port Authority which owns the site:

One World Trade Center, which was formerly called the Freedom Tower, is one of four skyscrapers being build around the site of the fallen Twin Towers, which were destroyed on September 11th of 2001 in a coordinated attack on New York and DC that killed about 3,000 people.
