Vehicles believed to be carrying South Korean officials cross the border into North Korea on Wednesday - as progress towards reopening a jointly run industrial park continues. They're coming here, to the Kaesong complex, which has been shut for several months. The two sides are discussing steps to reopen the facility, with over 100 South Korean officials and businessmen visiting the site. This South Korean delegate said this was the first step towards building trust, adding that talks centred on the normalisation of Kaesong's operations. An inspection of the facility was also part of the visit, amid concerns that heavy rains may have affected operations and raw materials. The visit is the first since April when North Korea closed the complex, withdrew all of its 53,000 workers, and banned South Korean firms from crossing the border. The closure came amid rising tensions between Seoul and Pyongyang, when the North threatened strikes against the South and the United States after the U.N. imposed tough sanctions for conducting a nuclear test.
